If you ask people here to name the single most corruption-prone interaction they have with government bureaucracy, land records and mutation offices come up more often than almost anything else. Transferring or registering land historically required navigating a paper-based system riddled with opportunities for officials to demand informal payments at nearly every step, delays, missing files, and discretionary decisions that could be resolved a lot faster with the right bribe.
The push to digitize land records, mutation applications, and rent payments through online systems was aimed directly at that specific point of friction, reducing the number of in-person visits required and the discretionary power any single official had over a routine transaction. Where it's worked well, the difference has been significant, mutation processes that used to take months and multiple bribes can now, in better-functioning districts, be completed online in a fraction of the time.
I think it's important to be honest that digitization alone doesn't eliminate corruption if it isn't paired with real enforcement and consistent implementation across every district office. In practice, rollout quality has varied a lot, some upazilas have genuinely modernized their processes, while others have seen the old informal payment culture simply migrate to new points of friction, assistance with navigating the digital system itself becoming the new thing officials or intermediaries charge for.
I don't think this is a finished project, and I'd want to see far more rigorous, district-by-district auditing of whether the promised reduction in corruption is actually showing up in practice rather than just in the existence of a new online portal. But the underlying strategy, removing discretionary human bottlenecks from a notoriously corrupt process, is the right one, even if execution has lagged the ambition in a lot of places.
